Enhanced control over the transit of products from Belarus since November 24

The fact of introducing a new system of enhanced control withOn November 24, 2014 Alexey Alekseenko, representative of Rosselkhoznadzor, voiced his opinion. According to him, all trucks will undergo an additional inspection procedure on the Russian-Belarusian border, even if they have already been checked by experts from a friendly state.

According to Mr. Alekseenko, the purpose of the introductionThis innovation is the best and more effective control over possible dishonest food shipments from prohibited countries (EU member states, USA, Canada, Australia and Norway). So the Rosselkhoznadzor management suspects that a part of the products from trucks passing through Russia to Kazakhstan and other countries can illegally settle in the country.

Alexey Alekseenko also noted thatthe Russian side is sufficiently competent employees who will be able to inspect all vehicles at six border checkpoints. That is, control over episodic risks will be conducted with all possible efficiency.

But not all industry specialists andentrepreneurs are so positive about the situation. For example, Alexander Knobel, an employee of the Gaidar Institute, believes that Mr. Alekseenko actually informed about the ban of transit from Belarus. Moreover, the agreements concluded between the member states of the Customs Union do not exclude the unilateral introduction of such measures. The last, purely legal fact was confirmed by Ilya Rachkov, partner of King & Spalding, who reviewed the terms of the agreement on the Eurasian Economic Union.

"I understand the concerns of the Russian side,but, in my opinion, our control is quite sufficient and thorough. We check each wagon, compare phytosanitary certificates and other accompanying documents. Failure here can not be, except that only in very isolated cases. If Russia does not trust and wants to conduct a repeat procedure - please, but I think this is a waste of effort, "said a member of one of the checkpoints of the Belarusian side.
